Candidate capture is accepting requests.

Human asks their AI for Nevada auto insurance → AI sends only enumerated non-identifying facts → CoverIntent records a quarantined candidate → authenticated authority and seller clearing happen later.

The human is not asked to repeat the same request. Public capture accepts no identity, contact detail, raw prompt, transcript, consent assertion, or authority assertion.

Original-session mandate

Licensed Nevada insurance organizations can publish current appetite, capacity and a one-dollar response-right ceiling. Applications remain unavailable to matching until independent evidence is current.

One seller, one dollar, one response

Each permissioned intent is reserved for exactly one eligible seller at a time. The seller commits to USD 1, is charged, receives the full non-identifying packet, and submits one closed response that returns only to the originating AI. The human never repeats the request.
